'Duty of State' to ensure access to drinking water: High Court Chief Justice

"It is the duty of the state to ensure clean environment as well as drinking water to the citizens as enshrined in Article 21 of the Constitution, which says every citizen has a right to live in a clean environment," Justice Jain said here at a meeting of NGOs and government officials.

The Chief Justice said a policy should be formulated to "collect and dispose off" both organic and inorganic wastes.

He said authorities should also frame policies under which no registration of autorickshaws should be done which have surpassed their defined age.

"Moreover, if any vehicle is still on the road, then it should be impounded forthwith," he said.

He said in Haryana, district courts were being interlinked with the high court to avoid any repetition of verdicts and such a proposal existed for Punjab also.
