Deploring "negative" role of 'Men in Uniform' and failure of special courts to provide speedy trial, National Commission for Scheduled Castes today sought the setting up of "exclusive" courts to deal with atrocities against Dalits. "I have toured throughout the country and had a closer view of the field situation and conditions of victims and the role of police. We must admit that the most unfortunate experience was the deplorable, negative role of men in uniform who instead of protecting the victim protect the culprits by inaction and inefficiency", Vice-Chairman of the Commission Fakir Bhai Vaghela said. Inaugurating the two-day National Conferennce on "Atrocities on Scheduled Castes -- Issues and Challenges", he lamented that majority of the police officials were "blissfully ignorant" of the specific provisions of the Prventtion of Crime Act, 1955 or Protection of Atrocities Act, 1989. "They tackle these problems from their basic training in Indian police and procedural laws. This has resulted in miscarriage of justice," he said and sought empowerment of the Commission to enable to spread awareness among the rank and fi file of the police and Civil Officials. S K Sood, Secretary of the Commission, in his key note address said that the system of designating some courts as Special Courts has not resulted in speedy disposal of cases in courts and sought the need for setting up "Exclusive" Courts for "speedy and effective" trial of such cases, to the exclusion of all other cases.
