A desirable index for democracy would be a 'Sarvodaya' order of society, which would see people taking care of each other, emergence of 'societal entrepreneurs' (volunteers taking care of society as service), no party based elections and elimination of corruption, a top official of the Gandhigram Rural Institute said today. Delivering the presidential address at a symposium on "Towards a New Global Society- Gandhian vision" at GRI, a Deemed University, university vice chancellor Dr T Karunakaran he suggested that the present Parliament be replaced with a new one, having Presidents from 604 district panchayats across the country, for better governance. They should be selected from among chairmen of all district panchayats. The Chairmen should be selected by block resource centres and representatives at the grassroot level, he said. Dr N Markandan, President, Indian Social Science Congress, who also spoke, pleaded for meaningful decentralisation of power in letter and spirit.A people's movement for sustainable agriculture, self-reliant cooperatives, small industries and peace and non-violence would strengthen grassroot democracy, he said. Prof Chaubey,secretary, Indian Academy of social sciences, spoke of people's sovereignty with the concept of quality of life, freedom and fraternity. According to Prof Chaubey,95 per cent of the world's population have no leaders to guide them. The symposium was organised by the Indian social science Congress and Gandhian thought and peace under the aegis of the Golden Jubilee Celebrations of GRI, he said.
