The Election Commission had proposed that the Model Code of Conduct be given a statutory backing, Minister for Law and Justice H R Bhardwaj today said. "In 1992, the Commission proposed that the MCC be given a statutory backing. In reconsideration, on the basis of its experience, the Commission, in 1998 informed that there was no need to convert the MCC into statute", he said in a written reply to a question on the issue. There is no further change in the Commission's views at present, he said when asked as to what has been done by the government on such a proposal. Minister of State for Law and Justice K Venkatapathy said that here is no proposal to give legal status to euthanasia. "Government are not considering to give legal status to euthanasia. Till date law has not permitted it and application for the same cannot be entertained," he said in a written reply. To a question as to whether the government was formulating a transfer policy for Judges, he said the Committee on Law and Justice has advocated the role of Government in appointments and transfer of Judges. However, he said that the transfer of judges from one court to another is made under Art 222 of the Constitution, pursuant to the Supreme Court Judgement of October, six, 1993 read with their Advisory Opinion of 28 October, 1998. The process of initiation on the transfer lay with the Chief Justice of India whose opinion in this regard is determinative.
